Building LASA Step by Step: An Institutional Development Note
LASA explains its gradual approach to institutional development, prioritising transparency, quality, governance and sustainable academic cooperation.
The Luxembourg Academy of Sciences and Arts was established in 2024 with a broad mission: to promote science, research, the arts, education and international exchange.
A broad mission can create many possibilities, but a young institution must also recognise its limits. LASA has therefore adopted a gradual approach to development, with an emphasis on transparency, quality and sustainability.
A Young Academy Should Be Clear About Its Stage of Development
Institutional credibility does not come from presenting a new organisation as if it already had decades of activity. It comes from explaining what has been established, what is currently being developed and what remains a future objective.
LASA is building its public information, activity archive, thematic content and cooperation procedures. Additional governance and membership structures will be developed as the Academy’s work expands.
This gradual approach allows LASA to learn from early activities, identify appropriate partners and avoid creating commitments that cannot be maintained.
Quality Before Quantity
The Academy will not measure progress only by the number of members, titles, agreements or events displayed on its website. These indicators can be useful, but they do not demonstrate academic value by themselves.
LASA will place greater emphasis on whether an activity has a clear purpose, credible participants, accurate communication and a useful outcome. A small, well-organised discussion can be more valuable than a large event with unclear substance.
Documenting Genuine Work
An important part of institutional development is documentation. Genuine activities, communications and milestones should be preserved so that the Academy’s history can be understood over time.
LASA is therefore creating a structured archive. Historical pages will state when the original event occurred and, where necessary, when the record was later added to the website.
The archive will not be filled with unrelated external news. Information from other organisations may be shared only when it has a clear connection to LASA’s mission and the Academy’s role is described accurately.
Developing Governance and Responsibility
As LASA grows, governance should develop with it. The Academy’s registered board remains responsible for legal and institutional matters. Additional advisory and academic structures may be created to support strategic direction, subject expertise and international participation.
Such structures should have written terms of reference. Titles should correspond to actual responsibilities, and appointments should be supported by appropriate decisions and records.
Creating a Responsible Membership Community
LASA intends to develop a membership community that includes scholars, artists, educators and institutions aligned with its mission.
Membership should be accessible but meaningful. It should not be marketed as a government honour, degree or professional licence. The Academy will gradually establish clearer categories, procedures, rights, responsibilities and communication standards.
International Cooperation With Realistic Expectations
LASA’s location in Luxembourg and its international outlook create opportunities for connection across Europe and other regions. However, international cooperation must be built through trust and practical work.
The Academy will prefer a small number of active relationships over a long list of inactive names. Cooperation should have a defined purpose and an honest description of what each party contributes.
The Next Stage
The current stage of development focuses on the website, institutional positioning, activity documentation, Academy Perspectives and initial cooperation enquiries.
Later stages may include a stronger governance framework, advisory participation, membership development, thematic working groups and selected academic or cultural initiatives.
LASA will continue to develop step by step. The Academy’s ambition is not to appear large quickly, but to become useful, credible and sustainable over time.
